Here are a few B12 documents that I at least found to be somewhat interesting. A few notes:

As of May 2012, the B12 ADs generally indicated a desire to stay at 10, as it allowed an easier path to the title game.

As of May 2012, 4 B12 coaches favored a 12-team league (KSU, KU, TTU, ISU), 1 favored an 11-team league (OSU), and 5 preferred a 10-team league (WVU, OU, UT, TCU, Baylor).

There's an interesting breakdown of revenues in there from Oct. 2011, indicating that if the conference expanded to 12, for conference members to maintain their 2016 revenue level, the 2 new teams would have to generate $38 million per year.

As of December 2011 (after TCU and WVU had been added), if one team were to be added, Louisville "was considered the obvious choice."

As of January 2012, the B12's "television partners agreed that the only new member that would enhance the B12 value for television was Notre Dame."

Fox and ESPN "agreed that a 10 member conference was preferable but they could live with expansion to 11 or 12 members if that is the Conference’s goal and objectives."

As of January 2012, The ADs were divided as to whether the Conference should expand beyond 10, although it was recognized that number would be necessary for the 2012-13 academic year. If the Conference were to expand, there was strong support for the University of Louisville becoming the Conference’s eleventh member. The inclusion of Notre Dame was also considered and was supported by all of the athletics directors.

I don't see how a 10 team conference has an easier route to the title game. Yes, they don't have to play a conference championship, but on the other hand, winning a conference championship game gives teams a boost in polls and computer rankings. Maybe under the new format, with a selection committee, it will be easier to get there with 10.

$38 million for the two teams. They could have done it easily by forgetting Louisville/ND and going with FSU/Miami. They had a window of opportunity that they assumed would remain open indefinitely. That window is probably now closed.

I don't think that window was ever open. Those teams weren't leaving the ACC until the ACC fell apart due to the ACC's more desirable teams joining the B10 and/or SEC. Because that never happened, the remaining teams would never have left the ACC for the inferior B12.
